  5.     When Alberto Fujimori was running for President, he promised
  6. he would not try to revive Peru's disastrous economy with shock
  7. tactics. Last week Fujimori's two-week-old government unveiled
  8. an austerity plan that prompted protests and food riots.
  9. Overnight the price of gasoline jumped from 10 cents per gal.
  10. to more than $2, and food prices rose 300%. In Lima at least
  11. three people were killed by police and army troops, who were
  12. enforcing a state of emergency invoked two days before the
  13. measures were made public. The plan calls for taxes to be
  14. raised, import duties to be enforced and controls on currency
  15. exchange to be lifted.

  17.     Many Peruvians said they felt betrayed by their new
  18. President. Fujimori has promised $450 million to help the poor
  19. survive the economic adjustment, but some Peruvians fear that
  20. if the situation gets worse, the army will be needed to
  21. maintain order.
